Actualité - UN, Non-Aligneds Debate Disarmamentn

United Nations, Jan 18 (Prensa Latina) - Ambassadors from Non Aligned Movement (NAM) countries at the UN are due to receive a response to their concerns on disarmament Thursday from General Secretary Ban Ki Moon.

According to the NAM country members diplomatic officials, the new UN leadership plans to delegate attention to the Department of Disarmament Affairs (DDA) to the general under secretary for political affairs.

At a meeting this week of the so-called NAM Troika, made up of Malaysia, Cuba and Egypt, the powerful 118-developing-country group unanimously rejected that project presented by the new UN secretary general.

The former South Korean foreign minister, now leading this world organization, has entrusted his Cabinet chief Vijay Nambiar to give all possible details of his plans with the Department of Disarmament to calm the NAM.

Nambiar is expected to meet behind closed doors today with ambassadors from the General Assembly group, although with scant possibilities of winning consent in favor of Ban s plan.

The DDA was created with its present format in January 1998, with the aim that the secretary general pay attention to disarmament and non-proliferation after the Cold War.

Actualité - Cuban VP Meets Top Korea Leader

Havana, Sep 19 (Prensa Latina) - Cuban Vice President Raul Castro and Kim Young, President of the Presidium of the PDRK Supreme People"s Assembly, analyzed in this capital the role of the Non-Aligned Movement (NAM) in the current international situation.

They reviewed the recent Havana"s 14th NAM Summit, as well as challenges and tasks faced by the Movement, made up of 118 developing nations.

Other topics included bilateral ties of friendship, cooperation and solidarity, which have historically existed between both peoples and governments, Granma newspaper reports Tuesday.

Kim Yong passed on a personal message by Kim Jong II, General Secretary of the Workers Party, Supreme Commander of Korea Peoples" Army and President of the Korean National Defense Committee, who wished President Fidel Castro a prompt recovery.

The Korean delegation was comprised of Deputy Foreign Minister Choe Su Hom, Ho Yong Bok, director of the Foreign Affairs Ministry, and ambassador to Havana Pak Tong Chun.

Attending for Cuba were Vice President Carlos Lage, Deputy Foreign Minister Marcos Rodriguez and Cuban ambassador to Pyongyang Ruben Perez.

Actualité - Maturity achieved by NAM key to success of 14th Summit Affirms Cuban First Vice President Raúl Castro onclosing the high-level conference

The 14th Non-Aligned Movement Summit was closed this Sunday at 1:05 am and, as Cuban First Vice President Raúl Castro stated in his final comments, its results were fruit of the collective work of its participants and an example of the maturity the NAM has achieved during its 45 years of existence.

“We are convinced,” he said, “that the documents and decisions adopted here will serve in the months and years to come for the Movement to be capable of a decisive influence in the discussion and solution of the principal challenges posed to humanity and, in particular, to the peoples of the South.

In his words he expressed thanks for the active participation and valuable contributions of the high number of heads of state and government and other leaders of the nations of the Movement that made the positive results achieved possible.

At the same time, on behalf of the Cuban people and government and, very especially, President Fidel Castro, he offered those present his most sincere gratitude for their support and valuable contribution to its successful outcome.

Documents Approved

Raúl explained during the final session that “important documents and initiatives were approved, including the reaffirmation of the positions of the Non-Aligned Movement countries on the principal political, economic and social issues of our time and the most significant regional and sub-regional problems for our countries.”

Approval was also given to the Havana Declaration that contains the aims and principles and role of the NAM in the present international juncture, and which, the Cuban leader added, “offers a framework of solid action based on the regulations that must guide international relations in order to achieve a more just and equitable world.”

NAM solidarity with the cause of the Palestinian people was another of the resolutions approved at a time when, as Raúl said, that people “is more in need of it than at any other time given the difficult conditions of constant aggression in which they are living.”

In their totality, he noted, “the positions and initiatives considered by the Summit confirm the identity, raison d’être and validity of the Non-Aligned Movement and will allow us to take a step forward in what constitutes our common objective and undertaking: its revitalization in such a way that it can fulfill its role in international relations derived not only from its current membership of 118 nations, but of our history of struggle in favor of the most just causes.”

During his brief closing speech the Cuban vice president referred to the international situation and the enormous challenges that confront the nations of the Third World and that are related to the use of force, threats, coercion and violation of the principles of international law. In a similar way, underdevelopment, poverty, marginalization, hunger and illiteracy, the proliferation of preventable diseases, environmental deterioration and the squandering of the planet’s resources are constants that are degrading the life of our peoples.

Regional Groups Speak

The final segment of this second and last working day of the leaders’ summit began with speeches from representatives of regional groups. The first to take the floor was Robert Mugabe, president of Zimbabwe who, in the name of Africa, thanked the Cuban people and government for their hospitality and organization of the event.

He expressed the absolute confidence of the African nations in Cuba’s leadership of the Movement and reiterated his conviction that when this troika is ended and we arrive in Egypt, the next summit venue, we will have recovered the role that the Movement had one day in international relations and the much desired revitalization will be a fact.

We all consider, said Mugabe, that this Summit has been one of the best, while asking for the transmission of “our extremely warm message to brother Fidel for his prompt recovery.”

The president of the Maldives spoke in the name of Asia and reiterated former comments in terms of the success of the Summit and the confidence of his regional group in the new presidency of the Movement, convinced that the road undertaken by the Malaysia will be continued.

“We have more than enough reasons to feel hopeful of the Movement’s future,” he added, while asking for Fidel to be informed of “how much we have missed him.”

Latin America and the Caribbean spoke in the voice of Ralph Goncalves, president of Saint Vincent and the Grenadines, who recalled that the Cuban Revolution is already 47 years old and the NAM 45. In that context, he said, “we are confident that in the next three years the experience of both in terms of the revitalization and consolidation of the grouping will be combined.”

In his view Cuba and the troika – Malaysia, Cuba and Egypt – cannot work on alone, that they need the support of everyone to take their mandate to a happy end.

The NAM Summit in Havana was made up of 118 nations – with the addition of Haiti and Saint Kitts and Nevis – 56 of which were represented 56 heads of state and government and by 90 foreign ministers.

Actualité - 14e Sommet du MNA • Raul appelle à l’unité pour le succès

Par acclamation et le coup de coup de maillet correspondant, Fidel Castro Ruz a été élu président du Mouvement des non-alignés. En son nom, et selon la loi constitutionnelle, celui-ci est dirigé provisoirement par Raul Castro, qui a conclu son intervention ultérieure par un puissant appel à l’unité.

Quelques minutes auparavant, le ministre des Relations extérieures cubain Felipe Pérez Roque avait annoncé que, par prescription médicale, et malgré sa rapide récupération, il ne serait pas présent directement au Sommet, et ajouté que le leader cubain était prêt ) assumer ses tâches et ses fonctions à la tête de ce Mouvement, une fois complètement rétabli.

Pérez Roque a fait savoir, en outre, que le chef d’Etat avait suivi très attentivement les interventions et les débats des ministres des Relations extérieures les jours précédents et il a exprimé ses remerciements pour les nombreux messages de solidarité et de voeux de rétablissement reçus.

Le premier vice-président des Conseils d’Etat et de ministres de Cuba, Raul Castro Ruz, s’est donc chargé de recevoir les chefs d’Etat et de gouvernement à leur arrivée au Palais des Conventions, pour le début de la réunion du niveau le plus élevé propre aux sommets du MNA.

Accompagné par Carlos Lage et Felipe Pérez Roque, respectivement vice-président du Conseil d’Etat et ministre des Relations extérieures, parmi d’autres fonctionnaires du ministère des Relations extérieures, Raul a souhaité une amicale bienvenue aux plus de 50 dirigeants présents. Ce Sommet est considéré comme l’une des réunions avec le plus grand nombre de hauts dirigeants.

Le premier ministre de la Malaisie, Abdullah Ahmad Badawi, comme président sortant du Mouvement, a déclaré ouverte le 14e Sommet et déclaré qu’il passait le témoin avec plaisir au premier vice-président du Conseil de ministres, Raul Castro Ruz, qui après avoir transmis le salut de Fidel à l’Assemblée, a reconnu le bon travail réalisé par l’Indonésie dans l’étape antérieure et donné des garanties que Cuba assumera désormais la responsabilité avec un enthousiasme et un sérieux identiques.

Actualité - Fidel Castro reçoit Kofi Annan

Le président Fidel Castro Ruz a reçu hier soir Son Excellence Kofi Annan, Secrétaire Général de l'Organisation des Nations Unies, peu après son arrivée dans notre pays.

Au cours de la rencontre fraternelle, le président cubain et le plus haut représentant de l’ONU ont échangé des opinions sur la nécessité du Sommet des pays non-alignés et d’autres importants sujets internationaux tels que la situation au Moyen-Orient et la réalité actuelle de l’Afrique.

Le président cubain a remercié Kofi Annan de sa présence à Cuba et lui a remis un exemplaire autographié de la deuxième édition cubaine du livre Cent heures avec Fidel et le feuillet portant la traduction en anglais du chapître 24 de ce livre. Dans une des dédicaces, il a écrit : «A Kofi Annan, notre reconnaissance infinie».

Étaient présents à la rencontre, qui a duré une heure, le Ministre des relations extérieures Felipe Pérez Roque et l’ambassadeur cubain auprès de l’ONU, Rodrigo Malmierca.

Actualité - Negotiators Agree Big Time

The experts' negotiations at this stage of the 14th Non Aligned Countries Movement Summit made strides Tuesday with significant agreement on most of the thematic positions, official sources confirm.

The conference spokesperson, Cuban Assistant Foreign Minister Abelardo Moreno, told press that the program is proceeding fluidly and successfully among the 114 delegations (of 116 NAM members).

The Political Committee has concluded its examination of texts pertaining to global and regional problems Moreno said, adding that all the paragraphs condemning actions against NAM states were approved, including those relative to Venezuela, Cuba and other nations submitted to aggression.

He noted that similarly, the Economic Committee has finished its review of economic and development matters, and is now analyzing all questions linked to human rights.

On the theme of human rights in the Summit documents, Moreno stressed that the movement demands "the observance of all [rights] by all [countries]."

He explained they are examining individual and collective rights, as well as the "third generation" of solidarity, food, development, and such rights.

NAM considers it reprehensible to use human rights as a way to manipulate politics and pressure countries in the movement, and reject such politicizing, and any selectivity or hypocritical use, the spokesman declared.

Moreno confirmed that the Chancellery sessions will begin interactive debates Wednesday on the role of NAM given the adverse conditions in the world and the methods that should rule the Movement's activities, as well as a Ministerial Committee session on Palestine.

Actualité - Les pays non alignés proposent de changer l'ordre mondial

Le Mouvement des pays non alignés (MNOAL) se propose un plan d'action capable de guider ses efforts pour transformer l'ordre international injuste.

Les 116 pays membres du MNOAL débattent d'un projet de déclaration finale préparée par Cuba, en tant que hôte de la conférence des chefs d'État et de gouvernement qui aura lieu à la Havane du 11 au 16 septembre.

Les actions du mouvement doivent être guidées par un plan d'action conformément au document final approuvé au 13e sommet tenu en février 2003 à Kuala Lumpur, en Malaysie, lit-on dans le projet de déclaration.

Ce plan «doit faire l'objet d'un suivi permanent en vue d'en évaluer l'exécution, et adopter les mesures pertinentes pour le perfectionner et l'actualiser».

Les buts et objectifs de cette organisation du tiers-monde, conformément aux principes adoptés lors de sa fondation à Belgrade en 1961, lui permettront de s'attaquer efficacement aux problèmes comme la pauvreté, l'ordre économique injuste, le terrorisme et l'unipolarisme.

C'est pour cette raison que le projet de déclaration finale préconise de «concentrer les prises de position, les déclarations et les actions du Mouvement sur des questions centrales identifiées comme prioritaires et au sujet desquelles les pays non alignés partagent les mêmes valeurs».

De cette façon, les pays membres du Mouvement défendent des intérêts communs et font preuve d'unité et de solidarité.

Parmi ces questions prioritaires il y a la défense du multilatéralisme et le rejet de l'unilatéralisme et de la prétention d'imposer un monde unipolaire, ainsi que la défense et le respect des principes du droit international et de la Charte de l'ONU.

Le Plan d'Action permettra d'agir en coordination dans les différents forums pour condamner l'imposition de mesures coercitives unilatérales imposées en violation du droit international, tel que le blocus des États-Unis contre Cuba.

Il définira également une stratégie pour exercer des pressions pour réaliser «le désarmement général et complet sous un contrôle international strict et efficace, en donnant la priorité maximale au désarmement nucléaire».

D'autre part, ce plan d'action aidera les NOAL dans l'atteinte de la démocratisation de l'ordre économique, commercial et financier international actuel et la démocratisation de l'ONU, dont celles du Conseil de sécurité.

Le développement économique et social des pays du Sud dans le contexte de la coopération internationale, de pair avec la promotion et le renforcement de la coopération Sud-Sud, font partie des défis permanents du groupe.

Dans la conjoncture actuelle, le renforcement de la coopération internationale en matière des droits humains est une autre tâche importante, comme l'est l'appui à la cause palestinienne et à la recherche de règlements justes et durables au processus de paix au Moyen-Orient.

Actualité - Tranchée de défense des aspirations et des espoirs du tiers monde

On a beaucoup parlé de la diversité et de l’hétérogénéité du Mouvement des pays non alignés, et certains ont voulu y voir un obstacle à la cohésion et à l’unité des nations qui en sont membres et, par voie de conséquence, l’indice de la fragilité de ses objectifs.

Au 14e Sommet de La Havane, les journalistes chargés de couvrir l’événement ont pu constater, d’interview en interview, que la somme des problématiques nationales devient précisément le dénominateur commun que tous recherchent pour le règlement des conflits, dont la plupart sont hérités du colonialisme ou suscités par l’hégémonie du Nord développé et qui non seulement perturbent la paix et le développement mais mettent aussi en danger jusqu’à l’indépendance des peuples du tiers monde.

Ce n’est pas un hasard si ce sont les nations du Sud qui demandent à entrer au MNOAL: elles veulent faire entendre leur voix et, sur la base d’une stratégie commune, affronter les défis et les risques associés à la mondialisation néolibérale et unilatérale qu’on entend leur imposer.

Granma international a interviewé des délégués d’Afrique, du Moyen Orient, de la Caraïbe sur l’importance actuelle du Mouvement non aligné, et tous, sans exception, estiment que son existence est plus que jamais nécessaire, 45 ans après sa fondation.

Un facteur pour l'équilibre des forces au niveau international

Virgilio Marques de Faria est ambassadeur et directeur des organisations internationales au ministère angolais des Relations extérieures. Il estime que ce 14ème Sommet du Mouvement des pays non alignés doit constituer un facteur décisif dans l’équilibre des forces au niveau international, du fait que la majeure partie des pays de l’Union européenne et les Etats-Unis se sont imposés pour règle de bloquer toutes les résolutions des instances internationales qui contribueraient à surmonter les inégalités injustes.

Par conséquent, en conclut-il, nous devons serrer les rangs, redoubler d’efforts et nous unir pour dialoguer et discuter des affaires et des problématiques qui servent les intérêts de nos peuples.

L’Angola, un pays agressé pendant de longues années par les forces de l’impérialisme et du racisme pour éviter qu’il n’accède à la véritable indépendance, est porteur d’une résolution qui concerne l’aide à la reconstruction : une dette que les agresseurs de l’Angola n’ont toujours pas soldée, assure Marques. Nous estimons, a-t-il ajouté, que nous pourrons recevoir, dans le cadre de ce Sommet, le soutien de tous les pays du Mouvement pour obtenir cette aide dont d’autres nations ont déjà bénéficié, mais jamais l’Angola.

Soutien à la cause palestienne

La cause du peuple palestinien a toujours constitué un étendard de lutte au sein du MNOAL. Cette fois, Riyad Mansow, ambassadeur permanent de ce peuple devant les Nations unies et chef de sa délégation à la réunion des hauts fonctionnaires, a exprimé la certitude que le Sommet adoptera une résolution dont le texte a déjà été travaillé à New York, au Bureau de coordination du Mouvement, et qui défend les droits du peuple palestinien tout en dénonçant les agressions israéliennes, surtout la dernière contre Gaza.

Ce document exigera la fin de l’agression, le retrait des troupes israéliennes jusqu’à la ligne où elles se trouvaient avant de pénétrer à Gaza, et la libération immédiate et inconditionnelle des prisonniers palestiniens.

Mansow a ajouté que,de la même façon, l’agresseur sera prié de réparer les dommages causés à l’infrastructure palestinienne. Le document condamnera le caractère unilatéral des attaques perpétrées par Israël dans la Cisjordanie occidentale. Le Conseil de sécurité sera ainsi invité à assumer ses responsabilité et à exiger l’application des résolutions sur le Moyen Orient.

A l’issue de ce 14e Sommet de La Havane, nous sommes convaincus que les nouveaux leaders du Mouvement ; en l’occurrence Cuba, uniront leurs efforts à ceux des ministres des pays arabes au sein du Conseil de sécurité, dans la dernière semaine de septembre, en défense de la cause palestinienne, de sorte que cet organe commence à appliquer ses résolutions dans les plus brefs délais.

Nous espérons, a-t-il ajouté, que le Sommet adoptera ce document spécial sur la Palestine, qui fait état de tous ces problèmes et constitue un puissant message de soutien à la lutte de notre peuple.

«Au nom du peuple palestinien et de notre direction et en particulier de notre président Mahmud Abbas, je tiens à adresser mes plus chaleureuses salutations au peuple et au gouvernement de Cuba et à souhaiter un prompt rétablissement au camarade Fidel.»

Pour finir, il a rappelé que le peuple palestinien et la direction du pays ont toujours été infiniment reconnaissants au peuple et au gouvernement de Cuba de leur soutien indéfectible pendant de longues années.

Induire l'Assemblée générale à examiner le cas de Porto Rico

Julio Muriente, co-président du Mouvement indépendantiste national hostonien de Porto Rico, dont la cause a toujours été présente aux réunions du Mouvement des pays non alignés depuis sa fondation, a bien voulu faire quelques déclarations à Granma international entre deux séances de travail.

Il est bon de rappeler que le mouvement indépendantiste portoricain est membre observateur du MNOAL depuis 1964, dans le but que la communauté internationale exprime sa compréhension et sa solidarité envers la lutte du peuple de Porto Rico.

Pour ce 14e Sommet, a expliqué Muriente, nous nous proposons de faire en sorte que les NOAL se prononcent en faveur d’une demande que nous avons faite à l’ONU et qui consiste à porter le cas devant l’Assemblée générale.

Pour nous, cet objectif revêt la plus haute importance, car au moment de la fondation de l’Etat libre associé en 1952, les Etats-Unis –un pays pour lequel la légitimité internationale n’est importante que dans certains cas— ont présenté une résolution dans laquelle il était dit que le «cas colonial» de Porto Rico avait été tranché.

Ce document avait finalement été approuvé par six ou sept voix, la somme des abstentions et des votes contraires étant bien plus élevée. Il établissait qu’ayant trouvé une formule alternative d’association, les Etats-Unis étaient dispensés de présenter des rapports annuels en tant que pays possesseur de colonies.

Il est évident que Washington a brandi cette résolution pour remettre en question notre effort international dans la direction contraire, mais n’a pas pu empêché l’approbation, à la chaleur du processus de décolonisation en Afrique et en Asie, de la résolution 1514 et de la création du Comité de décolonisation de l’ONU.

Ce comité a approuvé 15 résolutions qui reconnaissent le droit à l’indépendance du peuple portoricain et le caractère colonial de l’Etat libre associé; toutefois, la résolution approuvée en Assemblée générale dans les années 50 en faveur des Etats-Unis se maintient.

Nous espérons donc que ce 14e Sommet reconnaîtra notre droit à l’indépendance et réclamera la démilitarisation de notre île, et que, dans sa Déclaration finale, il priera l’Assemblée générale des Nations unies de bien vouloir examiner le cas colonial de Porto Rico. Aucun forum n’est mieux autorisé que celui-ci à défendre le droit du peuple portoricain.

Cette pensée va totalement à l'encontre des grandes puissances qui ne font absolument rien pour faire progresser la société au contraire, ils se servent de la "diplomatie" et de la "guerre préventive "pour étendre leur hégémonie.

Havana, Sep 10 (Prensa Latina) Three thousand delegates and guests from over one hundred nations will gather in the Cuban capital as of tomorrow with one central objective in mind: adapt the Non Aligned movement to an international situation as complex as it is demanding the principles on which it was founded.

Forty-five years after its creation, the movement of non aligned nations (NAM) meets at a time when the principles and objectives that gave origin to this association of states are more valid than ever.

If back in Belgrade, 1961, it was difficult for these countries to coexist with the struggle between two superpowers, now unilateralism is dominating world policy. The current international situation is ever more worrying. Problems confronted by developing nations instead of being solved, are increasingly worse.

The Cold War divided a considerable part of humanity into two antagonizing blocs, the haves characterized by possession of nuclear weapons, and those who had none. It became necessary to promote the concept of non alignment. Now, unilateralism dominates international relations and the globalization process runs according to neoliberal patterns, compelling countries of the South to unite, be solidarious and coherent.

The current world order attempts against the fundational principles of the United Nations Organization and to do away with the basis of international law, above all those concerning political independence, sovereignty and equality between the states, non interference in their domestic affairs, non intervention and to ban the use of force, in favor of solving conflicts at the negotiating table.

More than ever, principles of the United Nations run the risk of being replaced by dangerous interventionist policies, in the name of alleged humanitarian motivations or of fighting terrorism. Peace, development, cooperation and democratization of international relations are important goals still to be conquered.

The challenges ahead compels the Movement to adapt to the new world situation without renouncing its basic principles. There is no other association of states of such force, the NAM brings together the majority of world population, mostly the poor and destitute of the planet.

That is why the 14th summit conference presents the urgent need to unite forces, reaffirm its political credibility and face with identity of its own the present day conditions setting forth an agenda that allows the movement to renew its structure and mechanisms, as well as use all the means possible to preserve the principles on which it was created.

Challenges for NAM now focus on being non aligned against neoliberalism, unilateralism and the use of force to solve international conflicts, unite in the struggle against poverty, the defense of self-determination and sovereignty.

Actualité - Latin America for Solidarity at NAM Summit

Havana, Sep 10 (Prensa Latina) - Latin America and the Caribbean bring proposals to the Non Aligned Movement Summit (NAM) on fight against poverty and in favor of human health, based on unity and solidarity principles.

Representatives of 24 nations of this region will meet from Monday in Havana with delegates the world over to exchange initiatives directed to resize the group so that it acts more efficiently.

Immerse in new concepts of integration and democracy, this geographic area points to a different and brighter future of cooperation projects in energy, health and education.

Bolivia, Chile, Colombia, Cuba, República Dominicana, Ecuador, Perú, Antigua y Barbuda, Dominica, Panamá and Venezuela are part of the forum founded in Belgrade, then capital of Yugoslavia, in September, 1961.

After that entered Bahamas, Barbados, Belize, Grenada, Guatemala, Guyana, Honduras, Jamaica, Nicaragua, St. Vincent and the Grenadines, St. Lucia, Suriname and Trinidad and Tobago. It is expected that Haiti and St. Kitts and Nevis will also apply for membership, with which all the Caribbean will be part of that group of nations, 116 in total.

Among the challenges facing the summit are South-South cooperation agreements and the approval of documents to strengthen the NAM role in the solution of global problems.

Advancing toward multilateralism in opposition to the unipolar scheme lead by the United States through force and blackmail is one of the objectives of the meeting.

Cuba, to receive the presidency of the group for a three-year term has among its goals to aid in the solution of some of the problems faced by underdeveloped countries and the coordination of efforts in the political scene in order to reach common stands and joint actions.

The Movement set itself the goal of discarding the sensation of having lost relevance as international force which for many meant the end of confrontation between the two blocs that gave it a reason to exist.
